Perhaps his sentence has already been applied?  Dwarves remain on the 'justice' screen even after they've been punished.

I'm pretty sure it couldn't, since I viewed it after his tantrum. However, if his sentence was only a few days it is possible.
I'll keep a watch on the screen for more punishments.
I had some that would have had a mammoth sentence (a murder, an injury and destroying a building) but got their skulls punched in before imprisonment by my sheriff since my chains weren't finalised at this point.

Is the restraint designated as a jail?

Also, about gold weapons. Gold doesn't hold a very good edge and makes poor blades, but as it's super dense and heavy, as a hammer or mace it is the second most powerful material known to dwarfkind (first is platinum).

When I assign stuff to be taken OFF the depot but they dont get removed in time before the traders go away, they seem to NEVER get touched by haulers. There're 6 idlers now but they wont pick up those damn star saphires o.O Is this some sorts of bug?

Not as a jail, but it is being used by justice.
About the gold things my sheriff was barehanded. He went a bit...mad.

Do you have a gem stockpile with free space in it?

Also make sure you bought 'star sapphires' and not 'large star sapphires'.  Large Gems go in a finished goods stockpile, and are mostly useless.

I'm pretty sure it's depot-related issue because when i individually mark items for dumping and undump them when they are being moved they get moved to the proper stockpiles. I've fixed the problem by rebuilding the depot, tho.
