Can raccoons be tamed?
I've had elf caravans bring tamed raccoons before, so I'm guessing yes. You will probably need to have the wild ones caged before you can try.

Is making crystal glass still bugged?

How do I tame them then? I go to add tasks and tame large animal, but whenever I try to scroll over the caged raccoon it switches over to the cage functions.
At the worst I could use them for archer practice, but I would like to put them in my doberman trap :/

No.

Even if a Dungeon Master can tame them, which I doubt, you can't really get one in the current versions.

Raccoons CAN be tamed - they are by default exotics, though, which require a dungeon master. http://df.magmawiki.com/index.php/Raccoon You can peek in their raws on the wiki and see - they have the [PET_EXOTIC] tag.

If you want to tame them in your current game, you can go into your save's raws and change [PET_EXOTIC] to plain [PET]. There's also a utility called NoExotics which will do this for you - you can look for it in the modding forum. Pretty sure it's in the post with the list of mods.

When trying to tame an animal and selecting "Tame Large Animal" you will never scroll over to a cage - instead it presents you with a list of possible animals to tame that I believe you scroll with +/- (since your raccoons are exotics and you can't tame them right now, nothing showed up in your list at all). Just keep that in mind for when you do have something you can tame. :)

How do you make vermin-type tamed animals into pets? I have them sitting in animal cages but I can't see them on the animal list in the 'z' menu.

Can I dump blood from the barrels?

I regularly buy sand bags and dump the sand to get the bags,
and the last time humans visited me, I bought 4 rat blood barrels very cheap,
so I thought I could dump the blood and use the barrels.

I expected the dwarfs to dump the blood near the barrel creating a small pool of blood
that would quickly be cleaned, but that didn't happen, they just ignored the dump orders.

Is it even possible?

I think it is possible, but the way I heard it involves a complicated process that involves trading the blood sans barrels, that does not even work half the time.

Breach the caverns. Usually there are trees and by opening the caverns spores will spread throughout your fortress. Shrubs and trees will grow on mud and soil. You can clear out a large area and irrigate it to get trees growing there randomly.

Even without water, cavern trees will sprout on any underground soil (sand, loam) tiles.

it involves forbidding the blood, and getting the dwarves to move the barrels.
most commonly, the barrels are moved to the depot from  a stockpile, leaving the blood behind.

You could just edit the materials default raw file for your save game, go to
[MATERIAL_TEMPLATE:BLOOD_TEMPLATE] and add the [EDIBLE_COOKED], and have your dwarves make up a batch of blood sausage.
