Also, would a Great Engraver making an artifact make him Legendary +5 instantly?

That would really depend on the type of mood. It's all in the wiki.

Toady typically doesn't do things by half measures.  As evidenced by turning "make hauling work better" into "implement mine carts with physics".
There are many issues with this statement.

Combine that page with the one below and he'll be able to answer his question.  20,000 points plus 11,000 for great = Legendary+5

What you need to do is set your barracks/wherever they are training from to require less than the maximum amount of dwarves in the squad.
That way they will still train, just not all at once.

yes, i've done that, actually. my militia commander still won't take a break... although she seems to when i remove her squad from the barracks (via the armor stand and turning off Training). any other thoughts?  ???

How long did you wait?  They'll cycle through the sqaud members but it takes a month or two for a switch.
Alternatively, set up a danger room, train her up to hero in a few months and she'll only complain when you take her off duty.

How can you make dwarves move stuff as a whole bin/barrel as opposed to piece by piece?

Like say for example I have a bin full of blocks and I want to move the whole thing to a place where I'll be constructing something - is there a way to get the dwarves to just move the bin instead of every piece of it one by one?

Other then say building a trade depot at the place and asking for the bin to be hauled over while there's a caravan around.

New hobby: Watch tug of war between milker trying to drag cow from cage to workshop 4 tiles away and EVERYBODY else in the fort trying to drag it back.

This is a feature, not a bug, correct?
You're playing Dwarf Fortress.  There isn't much of a distinction.

I am confused.
When a dwarf goes to a cage and removes a cow for milking, and is taking that cow to a workshop, other dwarves who aren't busy will attempt to return the cow to its cage.  This is because there's no tasked flag on a cow that prevents it from generating a return to cage job request while it's being milked.  This can result in an amusing tug of war between the dwarf trying to milk it and other dwarves trying to return it to its cage.  This is why I place my milking workshop right next to the cow cage in an isolated part of the fortress.

Is there any way to keep dwarves from falling down the well?  And will the rotting dwarf corpses at the bottom of the well make the water non-drinkable?  How do I get them out of there?

A little something I've been curious about but doesn't warrant its own thread.  Haven't been able to find an answer anywhere, and this got lost in a flood of posts:

On the Justice tab of the Z-status screen:

What does the c and e mean next to the number of chains/cages?
