Have you built the cages before? 1st You have to build them and then q over them. Then click assign and then unassign them.

Can you power something from another z-level?

For example, a pump with a gear assembly on top (connected to a windmill of waterwheel).

what does this mean?

That you have a fisher who tried to catch fish and/or turtles out there (probably in pools)
but found out that there is nothing to catch at this time of the year...
will very probably repeat every year as it is usually a seasonal thing

This is in fact the point of Gears & Axles.

Vertical Axles will transmit power up or down Z-levels.

Gears can change the direction of power transmission (i.e. connecting perpendicular Vert-to-Horiz or Horiz-to-Horiz) as well as making it toggleable.

Well then, "It Depends".

If what you want to power is directly under the power source, the V.Axle should be fine, if it's immediately under the power source the axle is probably surplus to requirements. Pump Stacks take this to an extreme

forex: Build short Pump Stack, install Windmill on top of pump, I'm pretty sure this will "just work". Of course if you need more power than one windmill can provide, you need gears. or a waterwheel (array) feeding to (any) one of the pumps. [NB: Windmills may require a V.Axle or Gear, I'm not sure, Waterwheels don't).

The Gear is required when/where you want to be able to toggle power transmission, or where you want to change it's direction.

Do Carp come in from off-map or do they just spawn in running water? These bastards are causing job cancellation spam from even 30 squares away from the river.

EDIT: Bonus question!

I've got a dwarf with all labors but cleaning disabled. There still remains a large patch of mud near my farm that never gets cleaned up. What gives?

Mud only gets cleaned from indoor tiles, and I think only from smoothed or constructed floors, not rough rock or soil floors.  And it helps if the region to be cleaned is designated as a meeting area.

:/ this mud actually is in my engraved meeting area across the hall from my farm. Stupid lazy dwarf.
