Will changing MAKE_TROPHY_SAPIENT to acceptable allow me to make soap out of sentients? Or do I have to change the [EAT_SAPIENT_KILL] tag to get to the tallow?

Do wagons really happen to come with elves in current version? If wiki is right this is possible, but should i expect one or they occur as frequent as dungeon master, or are completely bugged?

Where did you find a passage in the Wiki stating that elves would bring wagons?

I only find:

Even if there were wagons,
it would be strange to have elves bring wagons with them,
after all they didnīt come with wagons in versions before DF 2010

I thought elves can attempt to, as they're not mentioned.
But it seems that wagons never appear with caravans.

So, if I set my refuse stockpiles to use bins, will they use them?

Disc traps...gotta love 'em. They produce tons of bone (and sometimes ivory, from trolls) when they kill something...but I don't have room for it all. Combine this with a recent puppy culling due to a nasty necrosis syndrome going around, and my refuse stocks are overflowing. My bone carvers can't get rid of it fast enough.

Just shove a dump near your refuse pile and when you see it fill up dump the contents

They're nearly as bad as badgers. Build a couple of anti-buzzard SAM sites marksdwarf towers and your fortress will look like Baghdad in 2003 from all the aerial bolt spam. You waste a lot of ammo and everything is covered in unslightly exploded buzzard bits and broken bolts.

Humans and dwarves are the only races intended to bring waggons. Elves where never intended to. That's why they are not mentioned.

Ice wall are magma safe - but what with workshops/tables/pumps? I am not sure but I think that dragon destroyed my tables.

So question: I want to have invader-save water pump. Is it required to make it magma safe?

The dragon fire is magical but it's not magma, unless you're planning to flood your water pump with magma it needn't be magma safe.
The dragon probably just destroyed the table 'by hand', ie by being a building destroyer creature. Unless your tables were all wooden and the dragon breathed fire into them.

It takes a while for them to level up enough to spar. Sparring starts at level 3 IIRC (Adequate), go ahead and wait some more. Or danger room.
Also: training axes are usually a waste of time.

They do if they use hammerdwarf skill. Melee marksdwarves= bad idea unless you dual-train them.

Now that the new version is released how do I go about updating my save game?

Do I just dump the save file in the save folder? Or do I need to do something else first?
