Ah, I knew it was down there. I meant finding it located closer to the surface. My system sux for DF right now and I think a magma pump-stack would make my battered MacBook try to kill me in my sleep.
There's a pump stack design that calls for a small reservoir on each level. The FPS drop with a 4x1 stack comes from the warm / not warm status of every stone constantly toggling during pumping, and having a tile of magma either side of the one constantly being pulled from by the pump above keeps that middle tile warm.

Or you could build a regular pump stack and disable it once it's done its job. If the magma's not moving, it doesn't affect FPS.

Another option is to put your fortress closer to the magma. You can either do this on a regular world, either weaving through the caverns or building into and then walling them off, or you can gen a new world. Increasing the number of levels above layer 4 will put more dead space between the lowest cavern and the magma, giving you solid rock to carve into. Since the rest of the layer options are already set to minimum, you'll need to reduce the number of caverns if you don't want to gain too many z-levels overall. Removing one layer shouldn't affect things too much, although if I've understood the wiki correctly it'll lead to a big jump in difficulty between the upper and lower cavern.

Honestly at the time, I didn't see what could go wrong with crowding 80 military Dwarves into a small room with a necromancer for the purpose of making bacon.

go to orders

o-r-o to ignore refuse outside

and makesure the one above it is gather refuse

I tried this and none of it worked. Im pretty sure it's a bug, because they cleared all of the rocks outside and just wont touch the ones inside. I've checked the garbage, its active and defined as a garbage dump. Ive tried toggling forbid and dump options, but nothing works.  :(

Anyone know what may be causing the axle issue?

Also do you explicitly need gear assemblies between -every- axle? 'cuz that's the setup right now. Maybe that's what's wrong.

just to check, the only thing ive encountered in even the lowest cavern were some red guys who my mason beat to death and a lame forgotten beast made of steam. is this difficulty normal for the lowest cavern? (level 3) it just seemed to easy.
there were some tribe people in level two but a forgotten beast wiped them out.

They are on tiles right next to eachother. Some of them are in the tile to the north, some to the west/east. I don't understand why they're not functioning. Spinning. Whatever it is axels do.
Sorry, but without seeing a screenshot it's going to be hard to figure out what the problem is.

Eeeeh...could you at least answer the question about whether or not you need gear 'ssemblies between every horizontal axle?

No you don't. You can make extra-long horizontal axles just fine by sticking them end-to-end.

No, as long as they have the same axis. So E/W axles connect perfectly. Ditto to vertical axles. Gears are only needed when you change axis.

To find magma higher up without a volcano you should look for areas that show an obsidian layer on embark. These often have a magma pool (basically like a volcano but ends in a cavern). I got lucky in my current fort and have one at z-12 (mind i tinkered with world gen parameters so i have lots of regions with high volcanism).

Cool! Piggybacking off of this: does anybody have tricks for boosting volcanic terrain in advanced worldgen? I'm on a MAC and I don't think I can use PerfectWorldDF.

You might have a bugged map.  I have found that in certain maps spots in the middle of the map are treated as if they were edge tiles.  I have an active fortress where caravans and diplomats would spawn in the middle of the map from time to time.  I suspect it results from making a map that's on the edge between two world regions or biomes or something.
