Nomad civs.

Gentlemen!  I have a question - is it possible to force or otherwise encourage a civ to never put down roots in a town?  I want to mod in some player races that would be pretty overpowered from a civilization perspective, but I don't want to simply have them die out, since that would stop the player from starting with items and skills.

well most megabeasts function as this, like cyclops, but they reside in caves at least. also with the new version underground critters will be more inteligent and even yield equipment.

maybe its possible in the future to have aboveground bandits like that too ;)
