feature suggestion: making quivers more useful

This is offshoot/workaround of a potentially larger feature of restacking stackable items (like range ammo)

1. Make quivers a secondary container for bolts under bins. (similar to barrel containing bags of seeds).  Dwarves will try to put bolts in quivers in bins.  Each quiver is filled up to 25.
2. Make markdwarves-in-training prefer to haul quivers of 25 bolts.

Optonal: restack stackable items.
e.g. a stack of 25 bolts is 1 item with quantity 25.  25 single bolts are 25 items with quantity of 1.
Perhaps there should be a way (even via a ammo sorting workshop or something) that restacks identical objects (up to the item's original stack size limit). i.e. turn 25 single bolts of same material and quality back into 1 stack of 25 bolts (so that markdwarves don't haul 1 bolt, shoot it then call it a day after running out of ammo).

I like the idea of pre-filled quivers, however it might not work out so well at the moment.  Once a dwarf picks up a quiver, he's always going to have it till its destroyed.  They would just empty the quivers being used for storage, the same as they do ammo bins now.  It would be good if quivers held more bolts.  

And restacking items is definitely needed.
