Fine. God creates a limitless space from the void, calls it the universe.

What come on.
What a cop out.

Make universe and do everything previously besides Acanthus'.

Fine. God creates a limitless space from the void, calls it the universe.
There was no void, but the concept of a God creates a universe, and the concepts of light, planets, and all that take form… but light is frozen in place, and the planets' atoms dissipate due to no laws of physics being set in place.
What come on.
What a cop out.

Make universe and do everything previously besides Acanthus'.
Now there are two such universes.

Have both universes declare war on each other.

Everything starts with war.  Now they need resources.

create all the laws of physics that exist in our world, but with one exception: these rules and laws can be bent by God, and, to a limited extent, mortals chosen by God.

When universe has laws and such, compress whole of universe into a singularity and restart process of universe's creation. When the universe is 13 billion years old, stop time until further instructions.

Create a clone of us, albeit less powerful, to govern the universe which I name the Toonyverse, or the Universe which is opposite to the other Universe.

Hmm...
New limit to make things manageable. One action allowed per post of mine per person.
Have both universes declare war on each other.

Everything starts with war.  Now they need resources.
The two universes are now inverses of each other. There is a universe of matter and one of antimatter, that connect to each other through holes that release large amounts of light.
create all the laws of physics that exist in our world, but with one exception: these rules and laws can be bent by God, and, to a limited extent, mortals chosen by God.
Done. The planet must be reinstated though.
Hrm.

Create the Spacetime Continuum.

Done. Time marches on, and space exists, but in which universe?
Create the Fulltime Stopium in the other universe.
Elaborate on this Fulltime Stopium.

The one made by Acanthus. (Which is probably the saner Matter Universe)

Create numerous planets, which bacterial life on some and planets environment vary.

So your creating Greek Heaven?

Choose a planet, preferably similar to earth, and name it Templum, which is Latin for sanctuary.
Make it hospitable to sentient life and ordinary wild fauna.

Elaborate on this Fulltime Stopium.

It's like the Spacetime Continuum, but all the space is filled with (anti)matter, so gravity, electromagnetics, and nuclear bonds have no effect, even though they exist, because there is no room to do anything in. (Hence Fulltime). Because all the space is filled, there is no change in the universe, so there is no progression of time (Hence Stopium).

It basically turns the otherverse into a near-infinite supply of (anti)matter.

EDIT: To better illustrate my point, the top is a representation of two protons, neutrons and electrons forming a helium atom in the Spacetime Continuum. The bottom is a representation of more protons, neutrons and electrons not forming an atom because there is no space to do so.
