So I've been thinking... would it be possible to mod an armor that provided full body protection, and could also shoot bolts (or arrows)?

Making full-coverage armour is easy enough, but it's impossible to merge item types as of yet. I'd be surprised if there was anything that allowed you to do so in the next version, but it may well happen eventually. Well, this being DF, everything may well happen eventually.

Just make a crossbow and call it "power armor gauntlet gun"

This, and power armor is avaliable in Fallout mod, for a long time already.
