[40d] No trees in "Heavily forested" region.

Generating a world with no trees in a certain forest biome (such as removing [BIOME:FOREST_TEMPERATE_CONIFER ] from pines, cedars, and larches) results in areas of that biome listed as "Heavily Forested" on the embark screen, but containing no trees upon embark (except for willows around pools).  The game assumes forest biomes will contain trees, even if there's no trees to place.

Edit: The entire embark area is flat, with an elevation of 139, so this is probably not directly related to the bug with there being no trees depending on what elevation the wagon is at.

In summary, a Forest biome will always claim to be "Heavily Forested"/"Woodland"/etc. on the Embark screen, whether any trees are actually allowed to grow there or not.
