Oddly enough, it's never been put into the rules of the predecessors. It's a penalty that hits when the city slowly becomes too small, too crowded for the population. It first hits at 15,000 people, which everyone hit this turn. It first slows the population growth, and later also hurts the morale. It'll get worse at 20,000 people, then 25,000, then 30,000.

Correct. While we're on the topic, the music hall similarly can't be operated with multiple labor each turn, only one labor can be used, just in case my wording wasn't clear.

PM is probably the best way. It's probably significant enough to mention in the game thread, but we don't want to clutter it up with conversation or haggling or what have you.

Since they need a bit of training to get used to the new equipment, they can't go out to scout, but if you have a Tactics technology, they can train for that. The unit doesn't lose any experience, nor does it lose its ability, if any (unless the new equipment is obviously incompatible with the ability). If they need to fight before the next turn, they'll fight with the new equipment.
