EDIT: How powerful are those two last strikes? Would it be enough to kill or severely wound an enemy unit, or even multiple units?

Actually, the last two strikes deal four damage on a hit, and one on a miss. They will only hit the unit they fought against, though if killed in ranged combat, the unit might be able to steer towards another unit.

Oh, can I also request a spell for poisoning a river with the Black Sludge? Or maybe have it be part of the ability?

Okay, the school is completely worthless. For an exorbitant 10 gold I can get half a labor worth of research? Less, even, unless you're multiplying research modifiers, which I doubt. If it gave +50% it would be okay - still not as much research as the museum, but two labor is worth more than 10 gold. +10% research, though, is not terribly significant.
(I also had a thought that some education-related structure could let the populace innovate on their own, providing free or highly-discounted research towards a tech I don't get to choose. 1 labor and maybe a couple gold for two labor worth of unguided research sounds about right.)

If I need 3.0 luxury for a morale boost, and I have three separate sources of 2.0 luxury each, could I split the third luxury and use 1.0 to supplement each of the other two, resulting in +2 Morale, or can each type only be involved in one morale boost?

Each type can only be involved in one morale boost.

But I think I need to do something about luxury goods and morale boosts. They seem to be the most consistent source of rules questions.

You didn't have enough jewelry this turn for 8 morale.
The spear elephant was wounded in the raid.

As long as they remain in the city, they'll heal quickly. If they move out, healing will be slower.

There's no need to tell them to heal - they're smart enough to do so by themselves. You can however tell them to ignore their wounds and do something else, which will slow healing.

Each type can only be involved in one morale boost.
What? The rules don't say anything about that. I thought that, other than the limit of .1 of each luxury per 1000 people, you just added up all the luxury points and divided by labor. I've been splitting up entertainment pretty much every turn.
