Gazillion times. My parameters are so unreasonable that there is no way the generator could use the properly. If you want you can press ´p´, which will allow the game to create your world with the parameters you set. THe other option in this case is to increase the maximum height of your map and maybe add more peaks.

Note that the legends-only worlds are pretty rare.
You can easily go up to 800:800 rivers and 95:100 volcanism with a minimum of 2500 volcanoes and still get a embarkable world.
