Normally, I would say follow the police officer's orders. Something seems off with him though, especially since he wasn't informed about the accident. Because of that I'm going to have to cast my vote for investigating.

The penalty was 3, and the roll was 6. Wouldn't that end with a 3, meaning investigate? Or does a 6/1 override all penalties?

As you advance in the door, you hear child's scream more distinctly. It looks like it comes from the basement, not from the stairs. Also the brown substance you saw is splattered on the stairs and follows up. You almost see the first floor and the door, but suddenly you decide that if the officer sees you, he can arrest you. You look around your shoulder.

The officer is still in the car with his back turned to you, and the radio is going even crazier. You cannot decide to go in when you notice a low dog-like shadow approaching the car from around the corner, hiding in grass and bushes of the lawn. It looks directly at the car and it seems it didn't notice you yet.

I am used to make failures the low numbers rather than top numbers, thus 6 is almost always a "success", at least if the roll is possible.
It means that with 1 penalty it's 2-6 which succeeds, with 2 penalty it's 3-6 etc.

It doesn't really matter if you use this rule everywhere and don't swap it around.

I agree. Anna is important. Either we're imagining things and are confused, in which case we need a person with an understanding of feelings that exceeds that of an average man - in other words, a woman. Or if there is really going something on here, we could certainly use a companion for whatever awaits us.

We need to know what is going on. If we don't know where Anna is right now (or whether or not she's alive, but DON'T THINK ABOUT THAT), we will start worrying way too much for us to be healthy. Better to take the short pain, than a whole night of irrational doubts. What's the worse that could happen? It's probably a burglary gotten out of hand, why else would a killer sneak in a random house at night and throw jam around? Besides, if the police is here, the crilminal is long since gone. And with a bit of luck, the dog in the bushes (it is a dog, right? What else can it be?) will distract the officer long enough for us to get out of the apartment again.
