I dunno, that kind of stuff is in the old dev notes from before Toady stopped working on the game. Bear in mind that LCS was always designed more from the perspective of the immersive adventures of the first-time player, rather than the jaded perspective of the veteran who really just wants to optimize all these keystrokes away so they can crunch through the game. Of course, ideally it should serve both.

Even when I first played LCS, it was a relatively complex game, where you weren't sure how to go about the game. It's current incarnation though, is a new player nightmare. Even the Let's Play done by valcon/ jefmajor was fairly.... how do I put this? He quotes himself as "I'm not the best lcs player, nor am I the worst, but I know enough to have fun and make it entertaining, so, please join me, and Let's Play Liberal Crime squad!". but a lot of the time, he has little idea what he is doing, and never seems in any danger of winning the game.
The manual for the game is based on a MUCH simpler version of the game. That old version was a lot more "not sure what you're doing? Just bungle along. You'll win eventually. Probably." This current version, I would guess that 80% of new players will end up not making rent due to cash flow problems, will be unable to turn a kidnap victim into a sleeper, will have problems gaining juice... etc etc.
