You'll all have to agree on a country, then a province/state.
The state of the country will be random.

I will provide a map of the country.
Hopefully this will reach a second stage in which you have to take control of your continent.
And the final stage which will be a reworked countries at war.

Kinda Hard... Belgium? Paraguay? (It's legal to duel there as long as both duelists are registered blood donors!)

Somewhat Easy... Brazil? South Africa? Czech Republic?

Those are way to damn hard to find a province of.

And why not an African country?
Something wrong with those?

And countries with many states/provinces are the hard ones, because there a helluva lot of soldiers you'd have to fight.

Probably as kinda hard, as Russia thinks that it's part of Russia, and any invasion of russian-allied countries (all surrounding Georgia) would quickly elicit a massive response from the entire region. The only way it'd work would be guerilla warfare and much haberdashery.

I think that Wales needs a rebellion. (Western UK)

Yes Australia. Easy as. You got what, 7 states. Small number of states, fairly large area.
