Exactly as it sounds.  Times, likely a couple weeks each, would be formed into "shifts", or however, when dwarves would be expected to work.  Say, having craftsdwarves alternate in a workshop, or a sentry post to be always on rotating guard. Then, they'd get shifts off, when they'd be expected to eat, sleep, be merry, etc. Associated skills could be toggled via shift for farmers during the winter, perhaps.  

Nifty things like angry dwarves getting drunk instead of going to work as opposed to slaughter.  Perhaps they could take up useful hobbies, like fishing, and then sell their catch for spare change.

Great idea! At least having the option to automatically rotate active squads would be immensely valuable.

Yeah it would be a great idea.

Also with military, rather then stationing a guard, you would "B" or "I" a guard post. Then somehow set dwarfs to that post.
