We must move our base camp. We cannot use our precious labor on hauling food back and forth. In addition, I think it would be wise to keep 4 hunters at the base for protection, but this is just not possible unless we move our camp, because they may be unable to hunt at H1. Even if it is possible to figure out a working supply chain, I think one base would be the most prudent.
One base eliminates all hauling labors, for example if one self-sufficient base was no longer self-sufficient. One base provides a larger garrison against attack - ten gatherers armed with axes and ten hunters with shortbows is very fearsome indeed. And one base lets the populace build buildings that are available to the whole population - for example, a large granary.
I think this one base should be on a tile that produces berries, animals, and wood if possible. Berries and animals works too. Ah, RNG has answered - Berries and Animals are more available in the forest and by the river. Therefore, I propose we make our base in H3.

H1 Hunters take all food and move north, then hunt.

Every able hand must gather* if we are to not die of starvation.
*Elders are exempt from gathering
