So for the 51% thing, how much is an elder worth? If an elder proposes something, that's 100% in favor, and most people abstaining. If an elder proposes and another opposes, that's 50/50. So what if an elder is fighting 10 civilians? What are they worth in terms of voting power?

Objecting civilians will still carry out orders, but they may become unhappy. If they strongly object, they will refuse to carry out the order, even if there is a unanimous decision from the council. Refusal to do something will only happen in extreme cases, such as demanding somebody to be killed for your own amusement. This is just an example; if your society's culture evolves to that sacrifice is a good thing, there would be no unhappiness from this, with the possible exception of the parents.

Civilians don't really have votes, however. If one elder proposes something, another object, and the other three remain neutral, it will not pass.  If one more elder votes in favor, and no more object, then it will pass.

I propose we offer some type of food to one god. Preferrably plant, as we don't want to offend a god by offering their animal's meat. Being in favor with all gods is good.

Oh, I see.
So I'll let Nirur go for the stone tools (if he's all right with that), and I propose that some other villagers search for blue or greenish rocks, shiny brown metal, or gem-like faceted black rock. (copper ores, native copper, and tin ore)

Also I agree with Nirur. No reason to respect the gods until they prove they exist.

EDIT: To that effect, have half the hunters, half the gatherers, and 3 of the elders sacrifice small amounts of food to the gods. We'll see how it works out.

They have created all!
But we could, uh, eat the plant, and offer the seeds to a god that likes to eat seeds. Why not try that?

Yes! Combine Killer's pragmatism with Nirur's skepticism and my scientific rigor, and we have a winning combination!
In other words,
Half 5 hunters, 5 gatherers, and 3 elders sacrifice surplus seeds to the God of Seeds, Billybob The Destroyer.
Everyone happy with that?

If the gods do care, it would mean more if all of us elders participated in the sacrifice. The gatherers would be free to gather large sticks in the forest to the north for my 'animal skin over a stick' idea, while the hunters could remain behind to create tools.

If by "sacrifice" you mean bury, and by "Billybob The Destroyer" you mean...

There is nothing in those three words that can be good. May I suggest Sudile god of growth?

Right, how's this. We elders tend to a special garden full of wildflowers, not to eat, but to please Sudile. We participate in it every other turn, and see how that affects our harvests. All right?

I still think it is nonsense to waste time with things we cannot even see, but I'll go along with it for the sake of proving how pointless it is.

One of the councilmen talks of gods who take the shape of animals, and are to be revered. Several come to be known well by the villagers.
Several of the elders find some wildflowers and bury them as an offering to Sudile.
A small group of hunters take some sharpened rocks and create primitive tools.
A small group of hunters take some bone, leather and sinew and crate primitive clothes.
A small group of gatherers heads to the south. They collect some plants from the region.
A small group of gatherers heads to the north. They collect deadwood from the region.

At eating time, sacrifice 1 slab of deer meat to Amku by throwing it in the fire. We'll see if this works.
