NEW RULE.
MORAL
A new Moral system will be used, Thanks to Nirur, we will be using that system.
It will affect migration rates, and migration counters will be reviewed next turn. Not claiming a house is now disadvantageous, and the migration counter is set to start as soon as a house is completed, whether or not it is occupied.
2x3 house is considered average. Bigger houses give more morale, increasing immigration. Smaller houses give less morale and slow immigration. Soldiers sleeping in low-end housing or in a barracks will not reduce morale, but soldiers without a place to sleep will lower morale.
Please take in mind that Migrants may not be appearing straight away. So if you have built a home, it is best to claim it so that your moral will not drop. To Be safe, I will assume that everyone claims the first built home unless someone states otherwise...
