Why isn't my building being constructed?

Hi, new player here :)

I have a problem, I've no idea why a still that I ordered to be constructed isn't being built.  I've uploaded a screenshot so maybe you can help me.  I've waited several minutes for it to be built, as you can see I put up several other workshops just fine.

Do any of them have brewing or plant gathering on? If so, is it one of the ones who is working? If so, try disabling all other proffesions so he has to do it.

The carpenter is just moving a plump helmet to the food stockpile.  He's showing up as no job now.  The still is made of Limestone anyway, so I'm wondering why the mason who built the other workshops just fine isn't building this still.

In order for it to be built, one of your dwarves has to have either plant gathering or brewing enabled. It doesn't matter what other proffesions are enabled, the still will only be made by someone with plant gathering or brewing. They don't need any skill, they just need it enabled.

Fishing is a pretty high priority job, dwarves who fish tend to spend all their time doing it.  I'd say find some useless migrant serf to take over that job.
