This is a forum game, controlled by a human, not a computer game. If I notice that somebody is getting behind on the population curve, they will not fall into a spiral of losing ground each turn until it's just not worth playing. That being said, you don't want 80% of your population to be homeless, as such things may factor into my decision making process, as would good RP. So far, the only number I have re-rolled was somebody rolling the worse roll on their population growth two turns in a row.

Ack! With the sudden arrival of our new immigrant our food supply is in the negatives. While it wouldn't be curtious of me to tell our guest to find her own food I could let Jack go with her. I will finish my house.

Matis will complete the building, claiming it as his own. Jack Zo and Jane Mines will hunt for food. Jane Mines has become a stone gatherer.

Actually, the food total displayed is after everyone has taken their daily rations. A negative number is a simple and effective reminder to myself that there will be at least one forager. Ideally, I'd like to not have to use negatives, as it's really, really odd to have a barrel filled with -2 food.

Tl;dr version: KineseN, you may complete your house this turn with no negative side effects.
