Dealing with caged goblins

I have two goblins caugh in cage traps. However, my civilians are all terrified of them and won't go near them. How do I move them? I've got a nice handy clif to chuck them off, but the civilians won't haul them. I really don't want them left where they are; the reason there were cage traps there in the first place is because it's a fairly important route.

What do you mean they're too terrified? Do you get a lot of "Urist McHauler cancels task: interrupted by goblin." spam? Because then you should carefully look around to see if you see some goblins in ponds or something. If not, is your hallway of traps outside? And have you turned off the dwarves stay indoors order? Other than that, I can't really think of anything.
