Assuming I am at F4,

I'm kind of confused as to what this means exactly.

"You can dual-wield two pistols of the same type and fire at 75% AP cost."

Does that mean since I am dual-wielding pistols it only costs me 3 AP to fire each of them instead of 4 AP?

Do we have any explosive weapons?  I don't see any in the statuses.

Melee zombies:
Titans: can't attack unless we end turn next to them (takes 2 of their 2 AP).  Non-threat.
Zombies: can move 1 then attack for 1 damage, or move 3.  Slight threat, I suggest ignoring.
Zombie spawners: Look like money machines to me.
Living Walls: Do more for us than they do for the zombies.  Nega-threat.
Skeletal Shaman: Only buff other zombies (25% bonus damage).  Non-threat if we avoid getting hit, otherwise slight threat.
Zombie Engineer: No threat, just don't stand next to the titans.
Reaver: MAJOR threat.  6 AP, and attack for 2 damage with 2AP.  We're mostly safe from them next turn, except for RAM and H6, but they better not have a second turn.

Ranged zombies:
Virium: It can still fire through other zombies, right?  It only hits once for 1 damage though, and there are only 2.  Still, they have high accuracy and will shoot whatever target we least want hit.  Dangerous.
Destroyer: The thing what kicks our asses.  Five of them, likely shooting over their friends, for 2 damage each.  That's 10 damage (12 with the virii, about 14 with the shamans, then about 12-ish if they miss a bit).  Say 10-14 damage.

We need to kill those destroyers, ASAP.  Then the Reavers after that.

Suggested turn order:
Roland (me) H4, equip norepinephrine, give everyone around H4 both buffs (+5AP and accuracy), then equip a medkit.
RAM, if you *nearly* kill that titan then move away from it (killable at our leisure and blocking the horde) how much AP would you have left?
Everyone else focuses on making a hole in the H row.
J4 (Brion/Meph) fires first, on H9
G4 (Chen/allstone) fires on H9&10
H6 (Ysengrin/Acanthus) fires down H, saving one AP to move to I5
H5 (Othar/RNG) fires down H, then moves back to I4 (shielding J4, I5, and H4 with his SNAAAKE ability)
H3 (survivor/archangel)... hm.  I'll be standing in your way at H4.  Maybe move to F3 and damage the spawner at C9.
N12 (noid/dwarfguy2)... Sorry man.  Hopefully you have an unlisted melee weapon.
F4 (Para) can probably hit the Destroyer at I11 now.

These are obviously just suggestions.  I'm merely suggesting a punch-through strategy that gets the destroyers dead and us out of the reavers' way, while leaving the titans to block the horde.

You guys should probably specify that you want to target any destroyers in range, then any reavers.

My turn for now:
H4, equip norepinephrine, give everyone around H4 both buffs (+5AP and accuracy), then equip a medkit.

Edit: Note that the order is very important, as people will be shooting down a path that currently has people in it.  It's just, the people in their line of fire will have moved first.

Hm.  That's definitely good news, but those zombies and reavers will move out of the way and it'll hardly matter.  I say, let's continue to target the destroyers first.  The reavers are dangerous too, though...  In fact, they'll kill acanthus more times than Othar can pull him up.  We need to pull back to row 4 or higher.  Plan needs adjusting, but I need to watch a movie now.

Oh, and we don't know how many HP the zombie spawners have.

I would agree with that. To sum up my action then...

Shoot as reavers first, destroyers second, and other zombies third. Save enough AP to move next to as many team members as possible.
