The way I work it, you were at -3 PP before you got Lively because taking the Sniper class costs 6 PP (though it is listed as reducing AP instead).

You do not have to purchase all your perks at once. You may purchase some, and later, purchase some more, when you get more perk points. So, you can purchase Gunner now, then get some more PP, then purchase Sniper.
You do have to remain positive in PP. You can't have negative PP.
