Socks thrown about the barracks - I think I found the answer.

I placed an armor stockpile in my barracks. I just looked at the contents, and it's the shoes and socks of my champions. In other words: no clothes on the floor! My dorfs are hauling them into the stockpile. (Unless the wrestlers happened to toss their clothes into the stockpile by coincidence.) An unexpected but pleasant surprise.

What I suspect is happening (no proof yet):
It's only shoes and socks because I had no boots when I told them to put on the armor. They keep their clothes on when you tell them to put armor over it right away as you draft them. If they spar first, they lose their clothes.

So there's the 2-part solution: Don't draft until you have full suits of armor for them, and put an armor stockpile in the barracks to catch what does fall.

Ah, wait a minute. I have to caution against excessive enthusiasm...

As things have developed, this doesn't look as promising as I hoped. The shoes and socks aren't getting binned. (In fact, I think they're supposed to go to a goods piles anyway.) The shoes and socks are sitting on top of an armor bin now (the stockpile is filling up), without being in the bin.

It's looking more and more like the coincidence I mentioned above. It's entirely possible they just got tossed on the stockpile by chance during sparring, since the pile is in the barracks.

However, the second part still is true. They haven't lost any more clothes. So one part of my solution still seems good: give them full armor right away and they'll keep their clothes on.

1) Their clothes stay on now, because armor is in the way.  The armor can still be pulled off, but then the dorf that pulled it off keeps it in one hand and you will have to search everyone periodically, order held armor to be dumped, and then unforbid it. 

2) Dorfs will not haul those clothes to any sort of stockpile.  They belong to some dorf and no one else will touch them.  Getting rid of them involves magma.

The easiest solution against having clothes laying around is to give them individual rooms, then the pants Urist Mcpervert ripped off that pretty number will get stored in a cabinet.

That works for civillians (when they get around to it), but won't work for soldiers as they stay where they fall.

Oddly enough I always believed that worked because the barracks floor seemed to  stay clean.

Okay, I'll admit I haven't tried the cabinets, but just assigning them or letting them auto-choose a room doesn't help. At least I think.

My dwarves bedrooms are just about always spartan, just a bed and a door.

Cabinets do not work, I give all of my soldiers a nice room with furniture (cabinets, coffers, a cooshy bed) and they don't put their clothes into it.  I think I read they don't put their clothes in the cabinets because seeing as they are soldiers they don't do any labor what soever (so they don't clean up after themselves) and seeing as the clothes are technically still theirs no one else can apparently pick it up.  But on a good note, YAY for new DF edition...'soon'.

There's a difference between "soldiers" and "Champions."

The clothing from the champs is doomed.

But. I have had clothing from other soldiers cleaned up - somehow. I can't recall if they had individual rooms with cabinets, or if there was a glut of cabinets in my barracks.

I just thought this up:
Maybe assign tombs to every military dorf and put a cabinet in every assigned room. I think tombs are free in economy mode.

Edit - I think Karik is right, champions refuse to work, so they can't get assigned "store owned item"

You could always use dwarf therapist or a variant thereof to do that.
But as previously mentioned, we got a new update coming in, probably 2 - 3 weeks away.
