Folks, the location of the PC probably isn't an issue if only the GPU is overheating while the CPU is 60 C cooler.

Lost, in addition to making sure the GPU fan is turning, you should also make sure the heat sink underneath is free of dust.  A few years ago my GPU started overheating and caused my computer to reboot whenever I started a game.  The fan was fine but when I popped the cover off of the heat sink I found it completely choked with dust.  Vacuumed it out and it was fine.

Dammit dammit DAMMIT! It's not fixed. The slowdowns are coming back again. I don't know how I got rid of them in the first place, nor do I know how they came back, but I noticed they came back after I put my USB in. This more or less confirms that the problem came from my school, since the USB is used exclusively for school-related stuff I can't email to myself (Since the school's blockers can block the email systems as well).

Methinks you should format that thing.

Yeah, just be careful around jumpers.  Vacuuming out a jumper can lead to all sorts of "fun".  And location can always be a problem.  Check every possibility when troubleshooting no matter how unlikely this issue/resolution may be.

Also, if your PC is still under warranty don't open it, you will lose it, just send it for repairs explaining it has an overheating problem, they should fix it without you paying for anything

My PC is on a desk two-three inches from the nearest wall. My brother has the exact same type of PC, and his is sandwiched between a printer and a cabinet, and still works optimally.

AS for opening it, I already have. How else was I supposed to install the new graphics card? That was over a year ago, by the way, and it only sped up my computer, so that sure is hell is not the problem. I've made sure that the fans and filters are not clogged up by dust or obstructed by objects. and I can't take a picture of it; no camera.

I also read on a thread on the Activision website about Punkbuster, an anti-hack system for Call of Duty. Apparently if you uninstall CoD, Punkbuster goes renegade and starts shit on the computer. I uninstalled CoD5 a few days before this debacle occurred.

Just to cover all my bases, Diablo II: LoD works fine. Is it possible this could be a DirectX problem?

This sounds totally plausible. Punkbuster is the worst anti-cheat software I have ever encountered.

Well, I got rid of it, even if it didn't solve the problem.

The slowdowns are still happening, but I think temperature may have something to do with it. With the fan and idle, the temperature will dip as low as 236 F when idle, but when a game is active, fan or not, the temperature will always go back up to around 250 F, which is the idle temperature. Why the hell is the temp so Armok-damn high? I'm not trying to render Crysis here. And why that would affect DF in the first place is beyond me.

If it helps, the processors are running at around 130 F.

If you have a spare card lying around, swap them and see if the temperature goes down. It sounds like hardware failure, and replacement's the easiest way to test for that,

About a year ago. And I have no spare card lying around. And how many svchost processes should be running on Vista? I see 13 here, and they vary in side from 386K to almost 80,000K

Check and see if its still under warranty (the card). You may be able to get a replacement  :)

Actually one of the telltale signs of a failing graphics card is...  Performance issues when running 3D accelerated applications!!  Just because the system boots does not mean the card is fine.
