nice burglars?

a question im imposing is can a civ with thievery marked can still be considered good and not evil?like instead of stealing from the dumb elves steal from the retarded kobolds.

Thieving and babysnatching automatically makes them hostile.

I've heard thieving and babysnatching races can be at peace with each other, though I'm not sure if it's true, but there is no change of them being anything but enemies with non-snatching/stealing races.

Well, according to the wiki, the itemthief and babysnatcher tags cause them to send thieves at the time they would usually ambush and/or siege.  And people have gotten Goblin caravans.  So it's possible that giving either token to a race that doesn't hate your guts will cause to steal during worldgen, but behave normally in Fortress mode.

BABYSNATCHER = enemy; I use it in all of my mods. Also removing "CAN_SPEAK" does the same but makes the sieges to come too early. I didn't see a single case of it being wrong, maybe I was unlucky but it always works for me this way.
