While there isn't anything special about the artifact itself, but take a look at the name and think of the OTHER definition of throne.

You don't remember Planepacked? That was the ultimate form of a self-referencing artifact. (and the name makes me think that artifact names are not 100% random )

I assume it's because artifact history is created either the moment the mood strikes or the moment Urist McDammithespossessedandnotfeywellatleastitsnotfell begins working on a mysterious construction, and the art used to decorate it is decided the moment the image is added.
I'd say it's most likely when the mood strikes or when the workshop is claimed, since according to the possessed mood's mutterings, the name is already decided.
