Yeah, I need to revisit sleepers and rethink how they work. For now, assume only lawyers that you regularly use to defend your people will have the potential to recruit.

And the lawyer has to win, or they lose 10 juice.  Life's hard.

And the sad thing is that after you finally get a lawyer to 50 juice, and wait seven months to recruit someone, you'll get the message, "Lawyer McLiberal recruited a Janitor!"

Sometimes my sleepers can recruit right away after I recruit them. Must be leadership skill, then?

But it's true, sleepers only recruit (near) worthless people. The best thing a sleeper has come up with was a CEO who recruited a Corporate Manager (not at all bad but still not good either). I mean, seriously, why couldn't he just order a platoon of them to promote liberalism?

Ya, sleepers seem to recruit the next generation of workers that's below them. Judges recruit lawyers who recruit general staff, CEOs recruit Managers who recruit yet more general staff, and I don't think I've got an Enniment scientist to recruit yet but it would fallow the chain theey'd just recruit tech peeps, and I think a News Anchor gave me an engineer...

I think the way I did the algorithm was that sleepers roll up a random character that would appear in that place, and then try to recruit them. Naturally, stronger sleepers can recruit stronger characters, but in general fluffy recruits that aren't worth much are pretty likely. This may not be the best system for gameplay purposes.

Maybe a system that better reflects social status, connections and authority at the site to replace the "recruit new sleepers" system? Of course, since several Liberal Heroes can be sleepers in the same facility and help each other build trust, I suggest that an infiltration value is given to each site as well as to each liberal there. Different infiltration ratings could offer different things: Map at 20%, all doors unlocked during raids at 40%, the ability to have sleepers shut the facility down at 95% and something like that. There could also be generic benefits from increasing site infiltration ratings: Longer time before massive conservative response, more effiecent promotion of liberalism, sleepers more unlikely to get caught, possibly diversions and other neat stuff. It would really be nice if sleepers had more to do with raids than just reveal the map or occasionally open the club door if you ask me.

I'd imagine this would work like this: Each location has 0% infiltration if no sleepers are there. Once sleepers are in, they can start "Build connections" or something, mingling with the people in the facility. This would gradually increase infiltration level, and if the sleeper is well respected (high personal infiltration%) this would be a lot quicker. Multiple sleepers of course can form ties more effectively. Infiltration% will lower from high security and getting closed down, as well as everything else suspicious that happens, but by building connections the sleepers can quickly ensure their conservative "friends" that they are trustworthy. Site-based infiltration is downed to 0% when there are no more sleepers there.

If this site-based infiltration is implemented, please make it able to take out CCS too! Of course, it takes ages to build a strong enough network within such a conservative organization.

That, alone, I think could be amazing. Even if as simple as White-Wolf background points (Status, Resources, Contacts, Allies, Fame, 0-5 pts) would add a whole new dimension of who to recruit, and it makes a hell of a lot of sense. Kidnapping someone with high status or fame would be reported very quickly, for instance. The murder of them as well.

Thanks, but I meant it a bit differently. Apart from a personal infiltration level (which too could be more interesting) there should be an overall infiltration level for the whole site, representing the amount of control the sleepers have over the said facility.
