Technically, once the universe starts recollapsing, then we can conquer it since it won't be accelerating away any more. Besides, its not accelerating away, merely moving away, and any speed it moves we can accelerate past.

Oh jeeeesos, accept it. There's most likely no FTL travel. At all. Also, if we reach the point where the recollapsing Universe (and it probably won't, as it's looking right now) makes other planets reach a comfortable range to be colonized, we migth as well suicide.

The solution's obvious.  We need to develop a device that will break down all matter everywhere into radiation.

Then, we hold the universe hostage.  If it doesn't give us what we want, everyone dies.

Thinking about "conquering" the universe now is like thinking about conquering the world in 20,000 BC, only many orders of magnitudes more ridiculous. It's very, very big. Big enough that some of the most optimistic FTL drives in fiction would still be impractical to use. It would take longer for us to expand using most of them than it would for every star out there to grow cold and die. Maybe if we had teleportation, but why not drive smaller? Conquer the subatomic first! Lancers ready! Archers, begin fire! CHARGE THE TURING BARRIER!
