Everyone has met your "requirements" Webadict, by claiming at least Something. I have to assume that you have no such restriction, but are instead using this as a gambit. Random postulations include, but are not limited to:
1) You have the ability to garner information from these roleclaims that would offset the damage to the town by revealing everyone's powerroles (this is what I hope it is, or you'd be screwing us over hard with this tactic).

2) You're garnering as much information as you can before falseclaiming to cover your scumminess (this is the most plausable and mundane possibility).

3) Your role-power hinges somehow on roleclaims. For instance, your role might allow you to know WHAT roles everyone has, but not who has what, and you're seeking out falseclaims.

4) You're specifying for all but 2 people, in hopes that those who shy from claiming will be the scum, looking to hide. This provides inconsitent results that depend highly on activity and cowardly scum to be reliable.
