Almost every cartoon does that.

You can really tell a lazy animator if the characters in the background blink. I've noticed on some shows they don't. They just stare at the camera. FOREVER.

japanese animation tends to be cheap and lazy, as a result of being an actual full fledged industry. anime *art* style is also specifically designed and evolved for quick and cheap mass production for comics and animation, making it very well suited for mediocre animators(not implying there isn't good anime style animations)
flash animation also made it easier for lazy people to become animators, lowering the standards worldwide, and contributing to make the digital animation age a loathsome age indeed

that said, characters always wearing the same clothing is not that much of a problem, nor an indicator of lazy artists. there are very few animations that actually bother to vary the clothing for their characters, these usually being marketed to fashion oriented teenage girls

Yeah, it's not laziness so much as character designers want their products to be instantly recognizable.  The silhouette shape and color of a character needs to be distinguishable at a peripheral glance to be very successful.  Mickey Mouse is one of the most widely recognized characters in the world, not because he's an engaging character who has been in involved in many high-quality stories, but because he is so easily associated with a simple arrangement of three black circles.
