What buildings have to be built for the parties to begin.

Build a statue and designate it as a statue garden.  I think that cages may work as well when used to designate zoos.

Dining rooms (designated from a table), statue gardens, cages, and wells have all spawned parties for me when set as a meeting area.  If not set as a meeting area they don't attract parites.

I also remember built ropes and chains did the same.
