As far as I know, they do nothing in and of themselves.  The point is to guess how many people will action a given person--so it matters, but not in a fundamental way.

I start with 12 Red Roses.  My goal is to get down to 0.  Thus far, I've been 100% accurate in my guesses, which is kind of scary... but whatever.  As you may have noticed, I choose n roses to give to someone.  I may happen to give someone twice that amount in a burst of overenthusiasm, if I guess correctly how many people are actioning that individual (i.e., n).

Yeah, it was weird.  I think it has to do with me dying/reviving--maybe I get 2 roses back every time I kick it, or something like that.

That applies to any two people you pick, but I don't think truly random or psuedorandom selection of players to call scum and lynch is the best move yet. And by yet I mean ever.
