Story post! The first-of-January meeting, and character establishment/fleshing out-ment.


Annual 1st-of-January planning meeting
“Gentlemen, I-” The planetary governor, at this point leader of humanity in all but name, was interrupted. “I thought you didn't smoke?” “I don't, can you please not interrupt me before I finish my first sentence? Anyway, the three titans are scheduled for launch on the 24th next month, granted, they won't be able to do much at first, but the Outreach should be done mid June. After that we'll send a batch of infrastructure along with the first colonists and the geological survey team over to Mars and properly end the period of history where humanity was stuck on a single world. The Prospectors should be done in October, at which point we can speed up the process of expansion. Yes, Joseph?”
“What about the jump points?”
“What about them? At this point they're still purely theoreti-” This time, Senior Scientist Ronkiv Ronziv  interrupted him, “No they are not! Every piece of evidence points their way, we just need a properly equipped starship to find where they are! We've been trying to get through the paperwork and officially request one for ages.”
“Right now we are barely capable of shipping to our closest neighbouring planets, even if one of these jump points is as close to the sun as it can be and exits within ten thousand kilometers of a nearly habitable planet it will still be more efficient to colonise Mars first.” “What if there aren't any Trans-Newtonian minerals on Mars? What then?” “We'll determine it then. Mars is going to be one of the first worlds we will survey for TNM's, the survey for the rest of the system will take far longer than developing a survey ship.” “Very well then, I'll keep you to that.”
At this point Sharpe again raised the vital question, diverting the the attention from the discussion between Aldaris and Ronziv  about jump points to the point of security. “What about the corvette?” Unfortunately for him, the rest of the room had a rather decided opinion on what the answer to that particular question should be. About half the room answered in rough chorus.
No.
“Just asking...”
The next vital question was asked by Grace Martin. It was a question about industry.
“So, what project are you throwing at the factories next?”
“More factories, why?”
“We-ell, there is the question of mineral transport for setting up new colonies and all...”
“You want a mass driver.”
“Yes, I want six.”
“One.”
“Five.”
“Three.”
“Deal.”
“Thanks.”
Ronziv  did not like this. “Why is he getting a senseless project when I am not getting the resources for a single survey ship?”
“Because his request is usefull on the short term, sorry. We'll see about your gravitational survey ships after Mars is surveyed, okay?”
“Fine.”
“Well, that was pretty much all the critical discussion, the rest will be details, so, gentlemen?”
“I thought you didn't-” “Shut up about smoking, I don't smoke, I have never smoked, except for that one time in high school when some idiot set fire to my shirt.” This got the Judicator some very... interested looks. “What?”

1st of January, research project completed that significantly cuts down the amount of fuel our engines need,.
21st  of January, The commercial spaceport has been completed, freeing up half of the government factories on earth for work on the mass drivers.
February 24th, A red letter day, our first three interplanetary trans-newtonian spacecraft have been completed. However, during the inspection tour Jospeh Shaw found a terrible flaw in the design: There are no cargo handling systems. The design has been updated and the Titans are staying in their shipyards for another week or so as the new systems are being placed.
4th of March, Joseph Shaw passed on the message that the titans had been completed and work on the next batch had started.
15th of March, Ronziv has been complaining, justifiably, that the science department is simply too small, however, because we didn't have anyone to recruit to it, that problem went on. Today it has become slightly less as our third senior scientist joined, Eve Holden, specialised in Defense Systems with an estimated effectiveness bonus of 10 percent.
15th of June, Finally, our first Outreach class Colony ship is done, along with the mass drivers, unfortunately, because we don't have any infrastructure, we cannot establish an extraterrestrial colony yet. The problem is being handled. Andrew has started work on loading up all the equipment the survey team will need once they touch down on Martian soil. The other problem is that Mars is on the other side of the sun at the moment, meaning that any spacecraft will need a lot of time to get to the red planet. A lottery is being held on Earth to
25th of June, “Today is a day that we can only hope will enter the history books as the  day we set out beyond our world and into the void of the unknown.” That's what my speech writer came up with, anyway. But he had a point, the supplies are loaded up, the infrastructure has been  loaded into the Titans, and in a few hours they will be leaving for Mars, even with the planet on the other side of the sun, they shouldn't need more than 5 days to get there.
30th of June, And they have, everything went as smoothly as we could expect them to. The population on Mars will be more than able to feed itself, and there is infrastructure for far more people than there are on the planet, and with only one colony ship this will remain that way for a long time, but things are progressing. It has been said that Earth is mankind's cradle, if that is true than we have gotten out and learned how to crawl. The next step is giving Ronziv his funding and start work on gravsurvey ships so we can learn how to walk. Several members of high command have started molding their sleep rhythms into Martian time so they can better keep up with what is happening there.
25th of July, Ronziv seems to be incapable of thinking in anything but the long term, but I must admit his thinking is of a very high quality nevertheless, he and his team have developed a series of machines that will be able to, over time, add gasses to an atmosphere or take them out, work has began on building a prototype Terraforming installation which will be shipped to Mars for testing.
6th of August, The Titans have been ordered to remain in Earth orbit and stop shipping infrastructure to Mars, why? Because there's only enough people to fill one third of the infrastructure the is on the planet.
25th of August, the Geo team has found a hundred thousand tons of 0.3 acc Neutrinium, which is far more than there is on Earth, although Earth's deposit has an accessibility rating of 0.7.
15th of September, our second batch of Titans has been completed, the model will run for one more batch, and then the shipyard will be retooled for a different task.
16th of October, The Prospector class Geological Survey Vessels have finally been finished. The Small Step has been deployed to survey the inner solar system, while the Armstrong will handle the asteroid belt and gas giants and the Prospector will hunt down comets, after their assigned tasks are done they will survey whatever body is yet to be surveyed.
8th of November, the Gaia-1 Terraforming installation has started up on Mars, pumping greenhouse gasses into the thin atmosphere, over the next few months the process will be reviewed for effectiveness. By the next 1st of January meeting we should be able to decide if they are worth the effort.
2nd of December, Gallic reports that the inner solar system has been completely surveyed, both Mars and Mercury were devoid of anything detectable from orbit, Venus had plentiful supplies but they would be hard to reach through the thick atmosphere, Luna had 300 thousand tons of 0.9 Duranium, and more than a million 0.4 Uridium, the quickly expanding civillian space comapanies promptly exploited that and set up a mining colony, which will be bringing in additional tax revenue and fueling the civillian space industry.
12th of December, Gallic was very surprised at the messages sent from Mars today. His reaction was, and I quote, 'What? Again? You told me the same thing 3 months ago.' As it turns out the survey team had found a deposit almost identical to the last one, doubling the known tonnage of Neutronium on Mars.

Grace: "What? Are we letting the civilians use all of that?  We need it for our expanding space program.  We use Duranium for just about everything we build here and we should get as much as we can. 
The mass drivers I asked for should find a use here.  The civilian complex could send us the materials via mass driver.
We can always raise the taxes on the people later on if you have a problem with budget."

Making in character statements for me to use in the writeups is highly encouraged.

"People, we have more than enough Duranium on earth to last for a few decades yet, it is more efficient to extract it here and using mass drivers means it doesn't really matter where in the system we mine for it. Also note how the civvies are paying tax for being allowed to do this. All in favour of receiving extra tax income?"

"Jordan, no. We only have commercial shipyards, and while we are building a naval one it's going to be busy building gravsurvey ships for a while

Grace: "We do not need to deal with the logistics.  The civilians have their own mass driver on the mining colony.  They will send the resources to us instead of to the civilian corporations.  How else do you think they send the materials here?  If you've built the mass drivers I requested then we can receive the ores without incident.

In short, no to the tax income."


(You do not need to set up a mass driver in a civ mining complex, they have their own last I checked.)

On the Civilians/Ind Status tab of the Pop window, you should be able to see that option in the lower left corner.

Click on the Civilian mining complex on the left side... then go to the Civilians / Ind Status tab....

Or go to the Civilian / Ind Status tab first, then click on the civilian mining complex on the left side... less confusing that way...

oic. Okay, Lune has two complexes, and a 0.9 Duranium deposit and 0.4 Uridium deposit, we can buy their minerals for 300 per year, or tax them and get 300 per year, Earth's supply is plentifull, and we already have a gov mining colony on an asteroid. Personally I'm in favour of earning sweet, cold, hard, cash over bitter, cold, hard, minerals. But if everyone disagrees I'll push through a change of policy.
