Steam Rimworld forums are a testament to modded game bug issues. 99% of the time something isn't working, it's probably because of mods.

that said, how's the new diplomacy? can you get something silly like a current year earth with the 5 major forces as prewarp empire fighting for the moon?

That has been in for ages.  That was the last improvement before C#

Well I know what I'm doing when I inevitably give up on on my "no minerals on luna or mars and next habitable planet is 4 jumps away" run.

It seems like colony cost is impacted by water. Does that mean places like Luna with no water will never get a colony cost of 0? Or can I add water vapor and does that count?

It does. As you add water vapor to the atmosphere, part of it gets absorbed into the surface water of the body. In my current run, I set the terraformers to add 0.07atm of water vapor to Luna, and by the time it got there(which took longer because it was being absorbed by the surface) the colony cost of water availability had reached 0.

Adding water also seems to add a fair amount of greenhouse effect as well.

Had my first combat in C# earlier. Proceeding with all sensors active and my antimissiles set up for 3-per-missle engagements, they never fired. I didn't save, and am going to run the engagement again more carefully to see what exactly is up.

Is there a place to see all discovered ruins? It seems there used to be an option under the old display2 tab on the system map, but things have changed and now I don't know if I have found any ruins.

EDIT: And on the topic of the system map, what is the "Survey Site" tab for? It lists a few planets with "Low", "High", and "Minimal".

Odd, I thought you had a chance for surveys at every planet.

You did in VB6 (Or possibly you didnt and it only SEEMED to). Nowadays, your geological survey vessels will pick up the level of potential a body has, allowing you to send survey vehicle ground forces out to run an actual survey

With the caveat that I haven't used AMMs in my game yet:
1) Are the missile launchers connected to a fire control?
2) Are the AMMs you want to fire connected to the fire control?
3) Have you dragged over a defensive fire mode to your fire control?
4) Do your active sensors have the resolution to actually see the incoming fire (RES 1)?
