And the colony cost is brought down by research or are the other ways?
Research (Colonization Cost Reduction, under Logistics/Ground Combat) and terraforming are the big two methods.  Terraforming is preferred since it can be used to reduce costs to zero on certain worlds, at which point you no longer need to worry about infrastructure, and also because it requires less research investment, which is typically a bigger bottleneck than production.  On the other hand, the research category (which caps out at a 50% reduction after you invest a huge amount of research points into it) doesn't require investing in terraforming ships or facilities, and also becomes helpful if you run a no-terraforming challenge run due to how powerful terraforming is.  Genetic engineering to create a subspecies that can live on that environment is a distant third, due to the fiddly micromanagement (even for Aurora) necessary to manage multiple sub-species.

Ok, having some trouble getting industry started on mars..  I have around 14m colonists of which 6 are available, infrastructure, and construction factories which I shipped from earth.  Mars is full of duranium, with some some stockpiled, but the colony wont build any infrastructure.. My production rate is zero.  Do i need fuel or refineries? I have been scouring the internet for hours trying to figure this out! Any help would be appreciated!!

You need factories to manually build infrastructure. They'll build it automatically too though.

But thats the thing, I have 24 construction factories at the colony but my production rate is zero..  I feel like Im missing something incredibly obvious..  Do you need other installations as well?

My manufacturing efficiency modifier is 100%.. dont see production efficiency anywhere..

My bad, I don't have the game open right now.

Maybe someone else knows (Flying Dice?) but if not, could you post screenshots of the industry and summary tabs of your Mars colony?

Your political stability modifier is at 0.01%. See requested protection level.
You need to build a PDC. You'll need to prefab the PDC (any PDC will be enough for such a small colony, it doesn't even need a weapon) and then install it on Mars with an engineering batallion.

Maybe Garrison Troops will do the trick as well, not sure.

The reason Earth isn't complaining is that your home world will never complain about lack of protection.

Yep. Ground forces of any sort will beat the population into compliance. I'm actually curious how you got it that low, because IIRC even newly-conquered populations are only at 20% stability. o.0

I had shipped over a prefabbed pdc but couldnt assemble it because of the above..

Before I found out about how to transport ground units I got one of my colonies to 60%, and it was going down at 0.3% every 5 days, so it is very easy :)
