On the DAC tab of the design screen you can set the minimum required rank.

Yes, build a ship with a tractor beam. Tractored ships are removed from their current taskgroup and placed in that of the towing ship. As that task group belongs to you, so does the ship you just requisitioned from the civilians.  :D

Sweet, that means I won't have to deal with the civvies having tons of obsolete freighters going 1/5 the speed of the newer models. It would be nice to be able to subsidy the upgrades to sort of kick the shipping corps into doing the intelligent thing, but ah well.

Well, I just saw Precursor behavior that I've never noticed before. When their FACs and destroyers ran out of missiles, they tried to ram. Not that closing the range against my two surviving cruisers was exactly a good idea for them. So I guess I'm a proponent of the Soviet School of Tactical Doctrine, namely: if you have a problem, throw bodies at it until it goes away.

Any task groups with ships being built into them can't do anything until the ship is done. You could try detaching a ship then adding all the others to its TG.

Welp, looks like I'm going to wind up making a new TG for each ship I build, and then merging that TG into the one I actually want it in. Bleh. At least I know it's not just me now.

I have a shipyard TG specifically for the shipyards to build into, and then split ships off of that when they are built. It also means I don't get ships built by my shipyards magically appearing halfway across the system when they are finished.

What mini says is the way to go.
(Build everything into the 'Yard TF, then split off and join target fleet)
Growing fleets are usually on maneuvres anyhow.

also: Aren't populace asking for defence against missiles? (Not just more AS missiles overhead)

Indeed. I'll usually subsidize them the cost of the ship I requisitioned to let them build a new model.

mars is being defended by a destroyer and a destroyer escort.
why, oh, why is mars' actual defence not going up? with the DE it was 50, with the destroyer, it changed by 0.
mars, if you want to have a hissy fit over a non-existant problem, go die.

Are you sure that the ships are at mars, not orbiting it? Use the move to order too make sure that they are there. If you are sure that they are at mars give them orders to move to phobos then move back.

Check the designs for each ship for their PPV, unarmed support ships such as sensor ships don't add to PPV.

I'd suggest a PDC with some BFG, ICBMs launchers are perfect for that.

I usually use ground troops. Way, way too many ground troops. Veritable oceans of garrison units and their replacements and a few other types of troops in case I need to invade.. er whoops I mean defend myself (somewhere else).

EDIT: On that note, does anyone not unlock all the ground unit types? I usually get those researches done fairly early, especially the cheaper ones. Also, what is the most effective use of replacement battalions? Are they best placed with 3 other non command units in a brigade, or do they work best in their own 4 replacement battalion brigade with 3 other full normal brigades in a division, or could they have their own division with the same effectiveness?
