Well... I got a quest from the town mayor and everything in the town was fine. Once i complete the quest and come back to the town. I come back and i can only find the dead bodies in the unbelievably filled river of carp with every body being chomped on. Now the problem is i can't find the mayor... What do i do, my only idea is keep looking...

I've noticed that towns with fish have a rather high body count.

You see, children (for some reason that is beyond me) randomly chase animals around. So, they see the carp and practically dive in. Hunters do the same. Now, the rest of the town notices the murderous carp and leaps in after them to exact bloody revenge. Their blood, that is.

So, human town + river = death. Same with hordes of horses. Embarking on human towns is fun, because you get all manner of named horses after you arrive.

So what should i do? Can i abandon the quest?

You could attempt to speak with the carp.  Odd's are, the mayor is in one of them!  Best of luck with that.

Seriously though, no, I don't think you can be rid of it.

No big deal, there are plenty of quests in other towns.

If you like, you can train up your swimming and avenge the townspeople.

I don't understand where i can train my swimming... I can't find a slope in the ground...

Slopes will never be found by rivers and ponds; you have to find an ocean, or a lake of the kind that shows up in the world map.

You would think they would learn after the 1st few suicide dives into a dangerous carp filled river covered red in blood!

Well, humans arn't the brightest species, if they actually thought about it the river would be obsidian by now...

Wow, i finally got a great party going on and i was going to create genocide on the elves, but then i charged and missed a wolf and fell into the water. Also i can't even press escape on my death... yay...

You can escape :O  It's either shift + arrow key or alt + arrow key, but do that to the edge of the river/pond and it should give you the option to step onto dry land.

You need at least Novice Swimmer to do that in 7/7 water, though.

I didn't put any points into swimming because i though when am i ever going to go by water.

Everyone does that for their first couple of adventurers, before doing what you just did.  Water is evil.  Always have at least 1 point in swimming, even if you're going to be in a desert forever.
