It depends on the distance.

And the fact that civillians never fight is not entirely true.

I had a woodcutter chop a pack of mountain goats without being drafted. maybe it has something to do with personality tokens. Or the fact that he had no eyes in the first place.

I'm pretty sure that non-aggressive NPC's will not actively seek out fights, but will retaliate if it finds an enemy on an adjacent square.

When I move in a square adjacent to carp, they give up all hope of escape and charge me. (And are ripped apart en masse by my counterattacks  :P )

That is already well established. The problem is something else: even if attacked, most of the time they still won't fight, instead running away erratically.

Hmmm... if you add the [liKES_FIGHTING] tag to dwarves, will civilians still flee from combat in fortress mode?

Someone with a deathwish. Mind you, that's all that I was able to SEE. I snuck deeper into their masses and found over a hundred more down the river. That's also counting all the ones I killed before taking the image.

Also, take away their [SWIMS_INNATE] and switch it for [SWIMS_LEARNED]. Probably end up with Carp who are legendary swimmers with legendary stats.
