normaly i dont by into this kind of thing, but i have two freinds that have had very similar experiences with paypal (both from ebay i think). their accounts were frozen and the cash in it was confiscated. they files complaints with the BBB that went unresolved.

rea the TOS for paypal carefuly, they basicaly state they can do whatever they want.
