[40d16] Unusable well

I pumped magma up to an ice layer to melt it then built a well over said water, however whenever my dwarfs attempt to use the well to give water to my wounded planter, they simply stand next to it until they get hungry, thristy or need to sleep. All I can think of is that perhaps the water is brought up freezes then he lowers the bucket again in wich case shouldnt at least cancel the job with an apropriate message?

Your theory is a very good one.  There are some similar known bugs, and apparently there's not even a notification for the first one:

# 000355 □ [dwarf mode][jobs][healthcare]    water item freezing currently messes up some jobs, and it doesn't tell you it's frozen
# 000971 □ [dwarf mode][jobs][equipment]    (Report) if the water in a soldier's waterskin freezes, they'll keep trying to refill it, even if the water continues to freeze

I can easily imagine a dwarf lowering a bucket into a well, the bucket hitting the bottom, and the dwarf yelling at the ice, telling it to fill the bucket, god damn it.

Hehe. If freezing is indeed the cause, the issue may still be worthy of being reported. While not a bug per se, having water freeze that fast is definitely counter-intuitive and a bit of a gameplay problem. IMO. :)
