It runs fine (why do people think that 32 bit apps can't run on 64 bit machines?)
Some don't.

Various XCOM utilities don't work at all, but most of those were written in the 90s.

Are you sure those aren't 16-bit? If they were written in the DOS/Win3.x era (or even Win9x sometimes) they very well might have been.

That's what I'm thinking too.  64 -> 16 bit compatibility isn't as hot as 64 -> 32.

Windows 7 (and 64 bit) removes the 16-bit compatibility mode when thunked into 64 bit mode.

X-Com should pretty much always be run in dosbox, so it's a moot point. Compatibility is one thing, but you also get better graphics. (Using the hq3x scaler)

"Better graphics" is pretty misleading when you're just talking about scaler post-processing. It's not like you're getting any detail that wasn't there before.

Kind of like upconverting DVD players.

True, but how it scales the pixels can look "good" or "bad" depending on the algorithm.

And in the case of x-com, the change is dramatically for the better.

Thus, "should always use". But if you're fine with upscaling a 320x240 game using nearest-neighbour, be my guest. :P

Well, sometimes I don't like it because it can easily mess up the art style. Low-resolution games tended to use pixel art that doesn't always translate well when you try to guess which pixels are supposed to be lines or curves or what-have-you, even when it gets it ostensibly right.
