I think both should work. With targets announced in PM's, potential targets will have less incentive to edit.

Alright, first off, you clearly have not read The Republic.  Plato's "Republic" is one of the most heavy-handed dictatorships available.  The only thing separating it from a tyranny is that the ruler always has the "good of the people" in mind.  Also, the higher classes get less stuff (philosopher-kings have no personal property, cannot marry, sleep in a communal barracks; the general rule being "if someone wants to rule, they shouldn't").

Second off, war this soon is an ugly thing, though The Republic shall not stand by idly while its people are attacked.  I call out to the peoples of the world to see this unfair aggression, and to act appropriately.  The Republic is always open to offers of alliance and mutual protection.  We have already found friends, and see no reason to refuse more.

War will now be declared AFTER the WMDs have hit their targets.

So in other words, I'll handle it for you now, you don't have to declare shit unless you want to be extra formal about it. Like a coup de grace.

The Glorious Nation of Machaka hereby declares war on the city of R'lyeh, on the grounds that they have a void gate and that scares us. However, due to the fact that our spiders are not water breathing (yet), we will refrain from attacking. Instead, Great Sage Yamata has decreed that we will focus our attention on the Ashen Empire instead.

Two flocks of Spider Cavalry will be deployed to assault the Ermorian border and devour his citizens before they can be converted into the undead.

In other news, a new Nest have been discovered by senior Sorcerer Moaato. This is certainly a good sign for Machaka. When asked for comment, Moaato transformed into a spider and, regretably, ate the reporter.

Correct, but it's not surprising considering that I am a fifteen-year-old who reads a lot of fantasy books.

Oh! I'm sorry! Most of these philosophies match mine quite well. I most sincerely apologise for my attack and offer peace and, if the rules allow, to replace the buildings I destroyed.

Also I've already said this, you can't allocate Infrastructure to affect any other nation other than with a WMD.
