I decided to do a bit of savescumming in order to see how many offences they had racked up.  The answer?



Yeah.  It's gonna take more than an ELL to wipe that slate clean :P.

Grr... I'm trying the community service thing now. It's annoying me even more, because while it does seem to slow down the heat a little, I still have to change houses every three days... and re-assign the community service every three days as well.

Does the that fact that I'm using a stolen car increase my heat at all?
If I close down the police station, will that stop the heat?
Was the whole rampage thing just a big mistake?
If the police are giving me this much trouble, when I haven't made a move in a month, why can't they stop the CCS who are attacking weekly?

Closing down the Police Station won't remove heat...but it prevents the Police from raiding you. The only problem is that it affects the Police Behavior issue negatively. So you take short-term victory for long-term defeat.

The CCS is probably stronger than you are, in terms of sheer firepower. They also implicitly have the police in their pocket.

You can generally go past 100% heat for a few days, so you probably don't have to switch safehouses quite as often as every three days. The police don't necessarily already know where you are at 100%, that's just the threshold below which they can't find you. Once it hits 100%, you have a 1 in 30 chance that the police will start to investigate your safehouse. Even once they do find you, it'll take anywhere from about a week (for a safehouse with no secrecy) to three to six months (for a safehouse with 95% secrecy) to get to the point where they're ready to execute a raid. If you leave during this time, they'll still raid eventually, but if you're not there, they'll raid the empty safehouse. If you haven't yet, investing in expensive apartments (more expensive) and business fronts for your warehouses (cheaper) will give you greater secrecy on your safehouses slow heat buildup in those areas significantly. Flying US flags is also a cheap way to increase secrecy and reduce heat buildup.

It's one of those things that I intended to not have it be documented in a manual or somesuch because it's a cute little feature to discover or have told to you by word of mouth.

Alright, well I decided to just give up and disband the LCS. Result:

2012: Elite Liberal president elected. 60% of laws Moderate, 10% Liberal, 30% Conservative.
2016: Moderate president elected. 80% of laws Moderate, 20% Conservative.
2020: Moderate president elected. 70% of laws Moderate, 30% Conservative.
2024: Moderate president elected. 50% of laws Moderate, 50% Conservative.
2028: Conservative president elected. 40% of laws Moderate, 60% Conservative.
2032: Arch-Conservative president elected. 20% of laws Moderate, 80% Conservative.

Stopped it at that point. Reloaded prior to disbanding(on games like this I tend to scum a lot on my first playthrough), disbanded again but restarted the LCS in 2012. My whole fighter squad and all my sleepers came back, but none of my other did, including my Lv9 Tailor who was producing 70% of my income. I tried playing this save, but I had a hard time making money and the CCS was far too powerful to cope with.

Now at this point, I have three options:

1) Reload prior to disbanding once again. Earn $30,000 and turn self in. Hopefully get Non Guilty! on all of them. Resume playing, hopefully eliminating the CCS, and keeping issues liberal until 2012. If I do this, I will have to find some way to prevent gaining heat again, because heat-dodging isn't fun; it's just annoying.
2) Reload prior to my murdering rampage(As I said, I scum a lot on my first playthrough). Once again, I'll have to be careful not to accumulate a lot of heat. Before the rampage, only one of my safehouses had any(8%) and it didn't seem I was gaining any daily - though I might have been gaining really small amounts, I don't know. I do know my squad was wanted for ~3 counts of murder instead of ~60.
3) Start a new game. Not necessarily something I want to do, but now that I know more about the game I might have a slightly better shot at winning the game.

So... Not sure what to do. I do have some questions though:
1) Will I still be wanted for murder if I train at the crack houses instead of places like the genetics lab? If so, will I still get heat since the SWAT never shows up, only gang members?
2) What about attacking the CCS safehold? Is there a way to run the CCS out of town without getting charged with murder? And is there any way to shut the place down before the SWAT teams arrive?

How bad is your rap sheet?  You might be surprised by how forgiving the LCS justice system on.  What you are calling 'murderous rampage' might just be a minor disturbance.  And even if you are found guilty, there's always jailbreak.  Although that does mean you will be hunted for life, it shouldn't give as much heat as a murderous rampage.

Option 4: If your founder is among your combat squad, have him turn himself in and defend himself with the $5000 lawyer. Have the rest of your combat squad hunker down in a safe house somewhere and go out in a blaze of glory fighting SWAT teams. You keep your founder and most of your organization, and lose your heat problems, and only have to replace five of your stronger guys.

1) Yes, you'll still be charged with murder for actions at the crack houses, at least until next version, when that's going to change. But saves won't be compatible for next release.

2) No, you can't get rid of the CCS without incurring criminal charges, but that will also change in the next release. Also, the CCS will do their own massive conservative responses, instead of having SWAT teams show up to bail them out.

...right now. But saves are NOT compatible -- if you try to load an old save in this version, it will simply delete your old save and start a new game.

~60 murders, ~200 assaults, a lot more other minor crimes.

The whole reason I went on the murderous rampage was to raise my squad's rifle skill...

Oh and there's also Option 5: Just keep playing with high heat. It's not the end of the world, it just means that you might get raided. I've had heat in the 700-800% range before. A safehouse with high secrecy can avoid getting raided for a long time beyond when you might expect. You seriously do not have to torture yourself by moving every 3 days.

Edit: Besides, if you're savescumming, you can just load the day before any raid and abandon the safehouse then. The police raid will still occur like clockwork, and they'll find nobody there.
