Is there a way I can download a fort and start playing with the stuff it had?

Ah well, whatever. If you want to download a pre-made fort, you can go to a succession game (be sure it's listed as succession, not community) in the DF community games and storied subforum and download their fort, or you can openly invite people to upload their forts here. Whichever floats your boat.

I could give you a pre made fort, but the question is, can you reclaim?

You'd have to make sure you have the same mods and version as whatever was used to create it, but yes.  Go here http://dffd.wimbli.com/category.php?id=19 and grab one, unzip to your data/save folder in your DF game and play.
