That's a really good idea. It would be easy enough to implement, there's code for police arresting a squad already and the threshhold for when a character can't possibly fight is 40% health or less. Hitting fight when everyone's at that level or lower with police (not death squad) in the opposing force will result in the squad being summarily subdued and arrested.

Just finished off implementing removal and killing of squad members.

Spoiler (click to show/hide)

But what if, instead of having the cop(s) mercilessly shoot at the fallen liberal because he's somehow looking like he's going to fight, even when pissing himself and crying. If every squad member is incapacitated the cops will arrest them rather then slowly kill them. (Like how if someone fails fleeing from the cops on foot the cops will tazer and arrest them) (Like how if a libral is being chased by a cop for selling brownies and you choose fight and only fight, the only two thing that could happen is A: The cop gets killed, or B: The liberal is killed. It just doesn't seem right that. :\
That is a good idea, I wouldn't mind seeing something like that, although I don't know if it would make things too hard if you end up with 90% of the squad in prison though.

At the risk of stating the obvious, this should probably depend on police health as well. Incapacitated police should not suddenly be able to subdue a squad just because the last badly wounded liberal bled down to incapacitated. Presumably in that case, there should be a check whether each liberal (and opponent, for the purposes of criminal charges) bleeds to death before backup/medical personnel arrive.

Along the lines of being ablr to kill or release LCS members, can we also have an option to kill or release hostages after completing a site action?

That gives me an idea. Normally you only have to haul liberals if they are paralyzed or dead, but having them collapse if their health drops below 40% or so (which is the point where they can't fight) could make things interesting. Obviously if you're out of people to haul, hostages and corpses would have to be released to make room. Otherwise, they're left to be arrested -- or worse.
