The proper thing to do would be to use guerrilla warfare, and take out small ships one by one, then take on bigger ships as we got the resources to do so. Then after there is no navy/resources to have a navy, we'd bombard major population centers. It'd be a tad more complicated than this, but this is only the summary of my plan.
